Slovenia has no residence route granted for making an investment. ZTuj-2-UPB15 grants a temporary residence permit only for a purpose the Act itself names. Article 35(1) lists five purposes – employment or work; family reunification; study, education, professional development, practical training, specialisation or participation in international study exchanges; voluntary work and participation in European Union voluntary service projects; and other justified reasons grounded in law, international acts or international principles and customs, or in the interest of the Republic of Slovenia. Article 35(2) adds a closed list of categories to whom a permit is also issued: long-term residents of another EU member state; persons of Slovenian descent to the second degree in the direct line; children of foreigners born in Slovenia; victims of trafficking in human beings, of illegal employment and of domestic violence; foreigners permitted to stay; and digital nomads. No purpose in either list is investment, and no separate investor instrument exists elsewhere in the Act: article 32(1) provides only two kinds of residence permit, temporary and permanent, and the permanent one under article 52 rests on five years of prior lawful temporary residence rather than on capital. Buying property in Slovenia gives no right of residence. Article 68 of the Constitution governs the acquisition of real property by foreigners and confers no residence status of any kind. Article 51(1) is the residual limb of article 35(1): the competent authority may issue a temporary residence permit, for the intended period of residence but not longer than one year, to a foreigner who shows a justified reason for which residence in Slovenia is warranted in accordance with law, international acts or international principles or customs, and who also meets the Act's other conditions. It is a discretionary ground keyed to a legally warranted reason, not a means-tested instrument: nothing in it makes private income, a pension or capital a qualifying reason, and no income figure attaches to it beyond the general subsistence condition of article 33(3) that every permit carries.

Slovenia has no residence route for a person living on private means, a pension, rental income or capital. No purpose in either list is passive income, retirement or economic self-sufficiency, and no article of the Act creates a means-tested residence title of that kind. The general sufficient-means condition of article 33(3) points the other way as well: it is a floor every applicant must clear on top of a qualifying purpose, not a purpose in itself.

Two routes: the study residence permit under article 44 and the student-mobility permit under article 44.a. The student's post-study job-search permit under article 44.b and the traineeship single permit under article 44.d also sit in the Act's study chapter but are recorded in work – see the work coverage note for why, and do not re-sort them as a tidy-up. The one fact a reader planning to settle needs from this family is not on either route page: time on a study residence permit counts at HALF weight towards the five years of continuous lawful residence that permanent residence requires, so ten years of study accumulate five recognised years. It is recorded on si-dovoljenje-studij.

Permanent residence

Permanent residence
Qualifying years5 as of 2026-08-25[19]
Article 52(1): a permanent residence permit may be issued to a foreigner who has lawfully resided in Slovenia for five uninterrupted years on the basis of a temporary residence permit, or of a certificate of a filed application for extension, for a further permit, or for a first temporary residence permit where that certificate allows residence pending decision.
Language requirementA2 as of 2026-08-25[19]
Article 52(1) requires knowledge of Slovenian at the basic level, proved by a certificate of a successfully passed examination in Slovenian at the basic level, and states in terms that the basic level is A2 of the Common European Framework. The examination is written, oral and aural. The article also lists who is deemed to satisfy it without sitting it: a person admitted to a publicly recognised Slovenian-language education or study programme in Slovenia leading to a publicly recognised qualification, a person who completed schooling at any level in Slovenia, a person who completed primary or secondary school with Slovenian as the language of instruction in the areas of the autochthonous Slovenian national community in neighbouring states, a person over 60 or under 18, and an illiterate person who communicates in spoken Slovenian and proves it by the corresponding certificate.
Integration requirementNot established from a qualifying source
Income requirement1 × basic amount of minimum income per month as of 2026-08-25[19]
The general condition of article 33(3) applies to a permanent residence permit as it does to a temporary one: sufficient means of subsistence, monthly at least in the amount of the basic minimum income. Article 52 states no separate or higher figure.
Absence rules
  • maximum consecutive absence · 6 months · to qualify for permanent residence as of 2026-08-25[19]
Article 52: the five-year condition is still met where the foreigner was absent from Slovenia during that period without holding a temporary residence permit or a certificate of a filed application, provided the absences were shorter than six consecutive months and do not together exceed ten months. Time during which a foreigner in an employment relationship with an employer established in Slovenia is posted abroad by that employer to perform services counts towards the period.
  • maximum total absence · 10 months · to qualify for permanent residence as of 2026-08-25[19]
The cumulative limb of the same rule: absences within the five-year qualifying period must not together exceed ten months.

Citizenship

Citizenship
Years to naturalisation10 as of 2026-08-25[18]
ZDRS article 10(1)(3): the applicant must actually live in Slovenia for 10 years, of which the last 5 uninterruptedly before lodging the application, and hold a regulated foreigner status. Shorter grounds exist for other situations and are not this field – among them one year's residence with a further condition set under article 10(2), six months for a person who lost Slovenian citizenship by release or renunciation, and three years' marriage to a Slovenian citizen with one year's uninterrupted residence.
of which on permanent residenceNot applicable as of 2026-08-25[18]
ZDRS does not require any part of the qualifying period to be spent on permanent residence. Article 10(1)(3) requires 10 years of actual residence with a regulated foreigner status, of which the last 5 must be uninterrupted; a temporary residence permit is a regulated foreigner status. The field is recorded as not applicable rather than zero because the Act asks a different question, not because the answer is none.
Dual citizenshiprestricted as of 2026-08-25[18]
Language requirementA2 as of 2026-08-25[18][19]
Citizenship test requiredNo as of 2026-08-25[18]
ZDRS article 10(1) is a closed numbered list of ten conditions and none of them is a civics, history or constitution test. Condition 10 is an oath of respect for the free democratic constitutional order founded in the Constitution of the Republic of Slovenia, which is a declaration rather than an examination; conditions 8 and 9 are that admission does not pose a danger to public order, security or the defence of the state and that tax obligations are settled. Read as a closed enumeration.

Point II of the Sklep: the basic amount of minimum income is adjusted so that from 1 March 2026 it is EUR 507.43. The figure is adjusted once a year and published in the Uradni list. It is the index ZTuj-2 article 33(3) uses for the sufficient-means condition on every residence permit, which is why it is the record's first reference figure.

Not established. Article 20(1) point 2 of ZZSDT, as replaced by article 8 of ZZSDT-E, sets the EU Blue Card salary floor at 'at least the average annual gross salary in the Republic of Slovenia, last published in the Official Gazette of the Republic of Slovenia', and the Employment Service repeats that formula on its own Blue Card page. Neither names an amount, and no publication headed 'povprecna letna bruto placa' was found in Uradni list RS or at the Statistical Office. What Uradni list publishes is a monthly wage report, whose annual line is an average MONTHLY gross salary for the January-December period (EUR 2,536.03 for 2025), which is not an annual salary. No figure is derived by multiplication here. This is the single highest-value open item on the Slovenian record: the Blue Card threshold currently computes to nothing.

2025-11-21Slovenia introduced a temporary residence permit for digital nomads, added to the Aliens Act as article 51.a and to the list of categories in article 35(2). It is available to a non-EU and non-EEA national who is employed by, works under a civil-law contract for, or is self-employed for a business entity established outside Slovenia and performs that work remotely through information and communication technology, and who does not enter the Slovenian labour market, so no Employment Service admission applies. It is issued for up to one year and cannot be extended; a further application may be made six months after the previous permit expires, and the holder may apply during its validity for a permit on a different purpose. Sufficient means are set at at least twice the average monthly net salary in Slovenia, calculated from the average monthly gross salary last published in the Uradni list. Family members may be reunited immediately, without the waiting period that applies to most temporary residence permits.
Affects: Temporary residence permit for digital nomads[7][19]
2025-05-06The EU Blue Card was reworked by two amending acts published on the same day. ZZSDT-E article 8 replaced the first paragraph of article 20 of the Employment, Self-employment and Work of Foreigners Act, so that consent to a Blue Card now requires at least high professional qualifications and an employment contract signed by the employer for at least six months guaranteeing pay of at least the average annual gross salary in Slovenia last published in the Official Gazette. The same article halved the period during which the holder is tied to the employer, replacing 'in the first two years' with 'in the first year' in four paragraphs of article 20, and added a new paragraph allowing a Blue Card holder, after one year of employment, to carry on a self-employed or independent professional activity as a supplementary activity. ZTuj-2I article 16 made the matching change in article 39 of the Aliens Act. The amended article 20 and the new articles 20.a to 20.d apply two months after the act's entry into force.
Affects: EU Blue Card[2][20][21]
2025-05-06ZTuj-2I article 24 changed the instrument behind the students' job-search permit. Article 44.b of the Aliens Act previously issued a single permit (enotno dovoljenje), which authorises residence and work together; the amendment replaced that with a temporary residence permit (dovoljenje za začasno prebivanje) throughout the first paragraph and deleted the paragraph's third indent. The Ministry of the Interior now states that work may not be performed on the permit at all – it may only be used to look for employment or self-employment. For a graduate of a Slovenian institution this is a material narrowing of what the same nine-month permit allowed before.
Affects: Temporary residence permit for students to seek employment or self-employment[12][20]
2025-11-21A faster employment procedure took effect for foreigners already lawfully resident in Slovenia who intend to work in the activities and occupations listed in a ministerial order made under article 17(9) of ZZSDT (Odredba o določitvi dejavnosti in poklicev, v katerih se lahko tujci hitreje zaposlujejo, Uradni list RS no. 102/25). The substantive conditions are unchanged; what changes is that work may begin on the Employment Service's consent, or a work permit under the Bosnia and Herzegovina or Serbia agreements, together with the administrative unit's certificate of a lodged single-permit application. The Employment Service serves the consent directly on the employer, who must employ the foreigner within ten days or the consent is withdrawn and the single-permit application refused. The same package obliges the employer, within the first six months after work starts, to provide the foreigner with at least 80 hours of publicly valid Slovenian-language training, free to the foreigner and within working time, on pain of a fine of EUR 3,000 to EUR 30,000 for the employer and its responsible person.
Affects: Single permit for residence and work[1]
