Identity
Official name (local)Dovoljenje za začasno prebivanje zaradi študija as of 2026-08-25[7][11]
The statutory name. Article 44(1) of ZTuj-2, as replaced by article 22 of ZTuj-2I, names the permit in terms and the Ministry's page heading matches it.
Official name (English)Temporary residence permit for study as of 2026-08-25[7]
Translation; no official English name is published.
Legal basisZakon o tujcih (ZTuj-2), 44. člen, prvi do tretji odstavek kot jih je nadomestil 22. člen ZTuj-2I (Uradni list RS, št. 32/25); general conditions in the third odstavek of 33. člen as of 2026-08-25[7][11]
Article 44(1) as replaced: the permit may be issued to a foreigner admitted to publicly recognised educational or study programmes leading to a publicly recognised qualification, or participating in an international exchange at providers entered in the register of providers of publicly valid education programmes or at accredited higher-education institutions in Slovenia, or participating in training programmes run by organisations authorised by the state, and who meets the Act's other conditions. Article 44(3) defines the acceptable proof of admission. This text was read in full because ZTuj-2I replaced it.

Permanent residence and citizenship

Permanent residence and citizenship
Counts toward permanent residenceYes as of 2026-08-25[5]
It counts, but at half weight, which is the single most consequential fact about this permit for anyone planning to settle. The Ministry states it with its own worked example: time on a study residence permit is counted at half towards the five years of continuous lawful residence article 52 of ZTuj-2 requires – two years of residence count as one recognised year.
Years to permanent residence on this route10 as of 2026-08-25[5]

Requirements

Requirements
Enrolment status requiredadmitted as of 2026-08-25[7][11]
Article 44(1) as replaced turns on admission (sprejem) to the programme, and article 44(3) as replaced accepts proof of admission or of participation issued by the educational organisation or by the state-authorised organisation. The Ministry's document list asks for a potrdilo o vpisu, an enrolment certificate, which is the stronger form; 'admitted' is recorded because that is what the statute requires.
Means requirement1 × basic amount of minimum income per month as of 2026-08-25[7][10]
Article 33(3) of ZTuj-2: sufficient means of subsistence for the period of residence, monthly at least in the amount of the basic minimum income in the Republic of Slovenia. The general condition on every temporary residence permit; the Ministry's page for this permit repeats it without an amount of its own.
Savings alternativeRecorded at the source, but not reducible to a single value
There is an alternative form of proof and it is not savings. The Ministry states that where the applicant's parents are obliged to maintain them under the law of their own country, a certified and translated declaration by a parent that they will maintain the applicant suffices; article 44.a, as amended by ZTuj-2I article 23, adds that funds the educational organisation allocates to the foreigner also count as proof of the means condition. Neither is an amount, and the field holds an amount.
Work-hours capNot established from a qualifying source
Not established, and it was looked for. Neither the Ministry's study page, nor its status-change page, nor the Employment Service's page for foreigners holding a residence permit states any weekly or annual cap on student work. What gates employment here is the informativni list, not an hours ceiling.
Post-study route existsYes as of 2026-08-25[6]
A separate permit under article 44.b of ZTuj-2, recorded as si-dovoljenje-studenti-iskanje-zaposlitve.
Post-study permit durationup to 9 months as of 2026-08-25[6]
At most nine months, issued once and not extendable.

Process

Process
Where to apply fromeither as of 2026-08-25[7][11]
Article 44(4), second sentence, as replaced by ZTuj-2I article 22, routes the first application through article 34(3), which allows filing abroad or, for a lawfully resident foreigner, in Slovenia. The Ministry adds that the educational organisation may file on the student's behalf.

Quota
  • Quota exists: Not established from a qualifying source
Not established for the permit. A quota of Employment Service consents would bite only on the separate consent a student needs in order to take up employment, and no current quota decision was reached.

Physical presence

Physical presence
registration onlyto keep the permit as of 2026-08-25[2]
Temporary residence must be registered with the administrative unit within eight days of entry, of service of the document, or of taking up residence.

Family inclusion

Family inclusion
Family members may be includedNot established from a qualifying source
Not established, and the gap is real rather than clerical. Article 47(1) of ZTuj-2 gives the reunification right to a foreigner who has resided for the last year on a temporary permit issued with a validity of at least one year, and a study permit is issued for at most one year – so whether it satisfies its own condition is a question the sources do not answer. The Ministry publishes six family-reunification pages and NONE of them is for family members of students, while it publishes one each for family members of Blue Card holders, researchers and intra-corporate transferees. That silence is suggestive and it is not a source.
Eligible relationsspouse, registered partner, unmarried partner, minor child, adult dependent child, parent as of 2026-08-25[8][10]
Article 47(3) of ZTuj-2 defines family members as the spouse, the partner in a registered or civil partnership or a partner in a long-lasting life community; the foreigner's minor unmarried children; the minor unmarried children of that spouse or partner; the parents of a minor foreigner with whom the foreigner lived in a family community before coming to Slovenia; and adult unmarried children and parents of the foreigner or of the spouse or partner whom they are obliged to support under the law of their state of nationality. Article 47(4) allows the authority to treat a further person as a family member by exception. Recorded for completeness; whether this route reaches them at all is the open question in the allowed field.
Family may apply at the same timeNo as of 2026-08-25[8][11]
Whatever the answer on allowed, this much is settled: the fourth sentence of article 47(1) as replaced by ZTuj-2I article 29 lists the holders who may reunite family members without a waiting period, and students are not among them.
Family members' work rightsNot established from a qualifying source
Not free access. A holder of a family-member permit who wants to work needs an informativni list obtained through an employer, which the Employment Service issues after a labour-market test.
