Investment

No routes recorded

No qualifying route as of 2025-02-25[6][29]
Sweden operates no investment-based residence route and no golden-visa equivalent. None of the grounds Migrationsverket publishes turns on capital, a property purchase, a fund or bond subscription, or a donation.
Remote work

No routes recorded

No qualifying route as of 2026-08-22[6][25][28][29][46]
Sweden has no digital-nomad or remote-work permit. Two things come close and neither is one: short remote work in Sweden for your own business abroad needs no work permit, but that is an exemption for a visit rather than a route to residence; and the visitor's permit for a stay over 90 days is granted for a single visit, normally capped at six months, and says in terms that it gives no right to work or settle.
Passive income

No routes recorded

No qualifying route as of 2026-08-21[6][36][46]
Swedish law does contain a ground for someone whose maintenance is arranged otherwise than through employment, and it is in force. But Migrationsverket publishes no application route for it: no conditions, no income threshold, no evidence list and no form. For a third-country national there is nothing here to apply for, which is why this family is shown as having no qualifying route rather than as an open door.
EntrepreneurRoutes recorded
WorkRoutes recorded as of 2026-08-22[29][46]
Nineteen routes: se-employee, se-artist, se-seafarer, se-athlete-coach, se-work-permit-after-employer-visit, se-students-who-found-work, se-eu-blue-card, se-ict, se-researcher, se-ltr-another-eu-country, se-au-pair, se-seasonal-worker, se-berry-picker (closed 1 June 2026), se-working-holiday, se-traineeship-higher-education, se-traineeship-exchange, se-job-search-advanced-degree, se-job-search-after-research, se-job-search-after-studies. Three instruments Migrationsverket lists under Work are deliberately NOT recorded as routes, because in each case the authority's own answer is that no work permit exists: volunteer work and European Solidarity Corps participation ('you must apply for a visitor's residence permit'), a self-employed person with a temporary assignment in Sweden ('you do not need to apply for a work permit'), and temporary work contracting from another EU country ('you do not need a work permit'). All three are directed to the visitor's permit, which grants no right to work or settle. Utlanningsforordning (2006:97) 5 kap. 2 § carries sixteen further permit-free categories, none of which is a residence route. se-ltr-another-eu-country is recorded here although it also serves study and self-support purposes; it is recorded once, in the family the Work hub lists it under, and not duplicated.
StudyRoutes recorded as of 2026-08-22[27][46]
Five routes: se-study-higher-education, se-study-doctoral, se-study-mobility, se-study-contract-specialisation, se-study-other-upper-secondary. Two further pages under the Study hub are not routes: 'Family who want to apply afterwards' is recorded in the family family as se-family-accompanying-student, and 'Permanent residence permits for doctoral students' is a permanent-permit application rather than a route, recorded on se-study-doctoral's pr_years_override. Studies of under three months need no permit at all. The dominant fact of the family is the 11 June 2026 package: a 15-hour weekly work cap on first- and second-cycle students, study-progress thresholds of 62.5 per cent in the first year and 75 per cent thereafter, and an address-notification duty.
FamilyRoutes recorded as of 2026-08-22[13][45][46]
Seven routes: se-family-partner, se-family-child, se-family-parent-of-child, se-family-adult-relative, se-family-other-ties, se-family-accompanying-worker, se-family-accompanying-student. The record deliberately does not split Migrationsverket's four children's pages into four routes – children born in Sweden and adopted children rest on the same section as se-family-child (Utlanningslag 5 kap. 3 § forsta stycket 2 and 3) and a child moving to a relative who is not a parent rests on 3 a § forsta stycket 2, which is se-family-adult-relative's provision. The structural finding of the family is that Sweden runs family migration on two different legal bases with different consequences: the ties routes under Utlanningslag 5 kap. 3 and 3 a §§, which carry the sponsor's residual-after-housing maintenance and housing test and a three-year path to a permanent permit under 5 kap. 3 g § fjarde stycket; and the accompanying-family routes under Utlanningsforordning 4 kap. 4 a-4 b §§ and 4 a kap. 6 §, which carry different maintenance tests keyed to the sponsor's permit type and no evident permanent-permit path at all.

Permanent residence

Permanent residence
Qualifying years4 as of 2026-08-21[23][46]
Utlanningslag (2005:716) 5 kap. 5 forsta stycket (Lag 2026:1142): a permanent permit may be granted to a person who has held, for a total of four years during the last seven, a permit for work, for research or doctoral-level education, a Swedish EU Blue Card, a Swedish ICT permit, or a Swedish seasonal-work permit. Shorter periods sit in the second stycke: two years on a time-limited business permit where the business is established, three years on research, doctoral or Blue Card permits. A single number therefore understates the rule; 4 is the first stycke's general figure and the route-level exceptions are carried as pr_years_override. Time on a work permit granted after a rejected asylum application does not count (5 kap. 5 femte stycket).
Language requirementnone as of 2026-08-21[23][46]
Utlanningslag 5 kap. 7 (Lag 2026:1221) is exhaustive on its face – 'Ett permanent uppehallstillstand far beviljas endast om 1. utlanningen kan forsorja sig, och 2. det med hansyn till utlanningens forvantade vandel inte rader tveksamhet om att ett permanent uppehallstillstand bor beviljas.' No language condition appears there or on Migrationsverket's permanent-residence page. Distinct from citizenship, which does carry a knowledge requirement from 6 June 2026.
Integration requirementNo as of 2026-08-21[23][46]
Same exhaustive wording of 5 kap. 7 as language_requirement: only self-support and conduct (vandel) are conditions.
Income requirementSEK 6,243 per month as of 2026-06-22[15][23][46]
Absence rules
  • none stated · to qualify for permanent residence as of 2026-08-21[14][23][46]
No maximum-absence rule is stated for the permanent residence permit; 5 kap. 5 forsta stycket is framed as four years within the last seven, which itself accommodates gaps without naming a limit. Migrationsverket states separately that a permanent permit may be revoked if the holder is no longer resident in Sweden. The EU long-term resident status – a different instrument, and since 12 July 2026 a five-year permit rather than a permanent one – does carry limits: more than six consecutive months abroad, or ten months in total across the five-year period, count as an interruption.

Citizenship

Citizenship
Years to naturalisation8 as of 2026-08-21[4][8]
Lag (2001:82) om svenskt medborgarskap 11 forsta stycket 3 (Lag 2026:447, in force 6 June 2026): hemvist in Sweden for eight years, 'om inte annat foljer av 11 a'. Reduced periods under 11 a (as amended by Lag 2026:1151): two years for Nordic citizens and former Swedish citizens; five years for stateless persons; seven years for recognised refugees, for spouses or cohabitants of Swedish citizens (marriage or cohabitation at least five years and the partner a Swedish citizen at least five years), and for applicants under 21. Raised from five years by the same act.
of which on permanent residenceNot applicable[4][8]
11 forsta stycket 2 requires the applicant to hold a permanent residence permit, permanent right of residence or a residence card, but sets no minimum period on that status – so there is no number to record. Since 12 July 2026 Migrationsverket also applies exemptions to the permanent-permit requirement itself for certain temporary-permit holders, who must instead have 'well-founded prospects of being granted a long-term residence permit'; that exemption falls away after ten years' residence.
Dual citizenshipallowed as of 2026-08-21[8][9]
Migrationsverket: 'Sweden allows dual and multiple citizenship… If you become a Swedish citizen, you can retain your previous citizenship if the law in the other country allows it.' Whether the other citizenship survives is that country's question, not Sweden's.
Language requirementRecorded at the source, but not reducible to a single value[4][8]
Citizenship test requiredYes as of 2026-08-21[4][8]
Knowledge of Swedish society is required from 6 June 2026 (11 forsta stycket 6, 13). Migrationsverket: 'The citizenship test on Swedish society will be available from August 2026', developed, administered and marked by the Swedish Council for Higher Education (UHR). Pass grades in social studies from compulsory school, upper-secondary school or Komvux can substitute for the test.

Tax

Tax
Tax-residency day thresholdRecorded at the source, but not reducible to a single value[3][44]
Sweden states no day count. The presence trigger is 'stadigvarande vistelse', which Skatteverket defines as 'Du vistas stadigvarande i Sverige om du ar i Sverige minst sex manader i foljd. Kortare avbrott i vistelsen, till exempel for att besoka hemlandet, bryter inte vistelsen i Sverige' – at least six consecutive months, with short interruptions not breaking the stay. A 183-day figure appears nowhere in the official sources read, and converting six months into days would be a computed restatement no source publishes. Statutory basis: Inkomstskattelag (1999:1229) 3 kap. 3 andra punkten. Skatteverket's Rattslig vagledning pages could not be fetched (WAF rejection), so the case-law treatment of tillfalligt avbrott is unread.
Other tax-residency triggersregistered residence, habitual abode, centre of vital interests as of 2026-08-21[3][44]
Headline income tax rateRecorded at the source, but not reducible to a single value[42]
Sweden publishes no single headline personal income tax rate. Earned income carries a municipal tax set by each of 290 municipalities plus its region – Skatteverket publishes an average of 32.38 per cent for 2026 – and on top of that a state income tax of 20 per cent on taxable earned income above the skiktgrans of SEK 643,000 for 2026 (brytpunkt SEK 660,400, or SEK 760,500 for those aged 66 or over at the start of the income year). Capital income is taxed at a separate 30 per cent. A top marginal figure would have to be computed from a national average that is itself not a rate anyone pays. Third country in the sweep where a split state/subnational income tax defeats this field – re-raises the equivalent items on es and fi.
Income tax structureprogressive as of 2026-04-23[3][42]
Flat municipal rate plus a 20 per cent state surcharge above the skiktgrans makes the schedule progressive overall, even though the municipal component alone is flat.
Net-wealth taxNo as of 2026-08-21[33][35]
Lag (1997:323) om statlig formogenhetsskatt: 'Upphavd: 2008-01-01. Forfattningen har upphavts genom: SFS 2007:1403.' The abolition was proposed in Prop. 2007/08:26 'Slopad formogenhetsskatt m.m.' and approved by the Riksdag on 17 December 2007. No recurring net wealth tax has been reintroduced.
Inheritance or estate taxNo as of 2026-08-21[34][37]
Lag (1941:416) om arvsskatt och gavoskatt: 'Upphavd: 2005-01-01. Forfattningen har upphavts genom: SFS 2004:1341.' Prop. 2004/05:25 'Slopad arvsskatt och gavoskatt'. Gift tax went with it. An estate inventory (bouppteckning) must still be registered with Skatteverket, which is a filing obligation and not a tax.
Special tax regimes
    • Name: Expert tax relief (expertskatt / forskarskattelattnad)
    • Status: Active
    • Type: impatriate
    • How the regime works: base exclusion
    • Headline rate: 25% as of 2026-08-21[2][3]
Inkomstskattelag 11 kap. 23 p.1: the relief covers '25 procent av lon, arvode eller liknande ersattning eller forman av arbetet' – 25 per cent of remuneration is excluded from the taxable base, not a 25 per cent rate. Certain relocation, home-travel and school-fee reimbursements are exempt in addition.
    • Duration (years): 7 as of 2026-08-21[2][3]
11 kap. 22 sista stycket: 'Denna paragraf tillampas under hogst sju ar raknat fran den dag vistelsen i Sverige paborjades.' Forskarskattenamnden notes that decisions issued before 1 January 2024 run five years, and before 1 January 2021 three years, absent a specific extension.

    • Decided case by case by Forskarskattenamnden (11 kap. 23 a). Two alternative gateways: a qualitative test on the work (specialist tasks hard to recruit for domestically, qualified R&D, or a company-leading or key position), or a pure salary test which is deemed to satisfy the conditions – 11 kap. 22: monthly remuneration for the work in Sweden exceeding 'en och en halv ganger prisbasbeloppet' for the calendar year the work starts, i.e. 1.5 x se-prisbasbelopp, which Forskarskattenamnden states as at least SEK 88,801 per month for work beginning in 2026. Common conditions: employer resident in Sweden or a foreign company with a permanent establishment here, the employee not a Swedish citizen, not resident or habitually present in Sweden in the five calendar years before the year the work starts, and the stay intended to last no more than seven years. The scouting map flagged this regime as under review; nothing in the official sources read states a pending change, so no pending_changes entry was written.
    • Name: SINK – sarskild inkomstskatt for utomlands bosatta
    • Status: Active
    • Type: other
    • How the regime works: special rate
    • Headline rate: 22.50% as of 2026-03-31[32][43]
Skatteverket: 'Riksdagen har beslutat att sanka den sarskilda inkomstskatten for utomlands bosatta fran 25 procent till 22,5 procent av den skattepliktiga inkomsten. Andringen trader i kraft den 1 januari 2026.' Seafarer income is taxed at 15 per cent.

    • Scope matters and cuts the other way from every other entry in this block: SINK is a flat final withholding on Swedish-source income of persons who are NOT resident in Sweden, so it does not apply to a relocator who becomes tax-resident here. It is recorded because it governs Swedish-source pensions and similar payments received by people living abroad. A further reduction to 20 per cent from 1 January 2027 is already decided and sits in pending_changes.

2026-01-01SINK, the flat final tax on Swedish-source income of persons resident abroad, cut from 25 per cent to 22.5 per cent, applying to income received after 31 December 2025.[32][43]
2026-06-01New work-permit rules in force (SFS 2026:385, amending Utlanningslag 5 kap. 11, 18 and 20): a new salary requirement, a requirement for comprehensive health insurance, and minimum salary levels for seasonal-work and ICT permits.[22][41]
2026-06-06Citizenship reform in force (SFS 2026:447, amending Lag 2001:82): habitual-residence main rule raised from five to eight years, a new maintenance requirement of three income base amounts a year, a new knowledge requirement in Swedish language and society for ages 16-66, a stricter orderly-life requirement, and changes to citizenship by notification. No transitional arrangements – all undecided cases are assessed under the new rules.[4][10][40]
2026-06-16SCB updated the Swedish median salary to SEK 38,300, moving the work-permit salary requirement to SEK 34,470 a month (90 per cent of the median).[16][38]
2026-06-25EU long-term resident status in Sweden now carries a residence permit card valid for five years instead of a permanent residence permit.[18]
2026-07-12SFS 2026:1142 rewrote Utlanningslag 5 kap. 5 and removed the permanent residence permit for people holding a permit on protection grounds, for their family members, in connection with an application for long-term resident status, and on grounds of exceptionally distressing circumstances or certain persistent impediments to enforcement. The preparatory work is titled 'Utmonstring av permanent uppehallstillstand och anpassning av svensk ratt till EU:s migrations- och asylpakt' (Prop. 2025/26:262).[19][41][46]
2026-07-13Stricter good-conduct (vandel) requirements for residence permit applicants: Migrationsverket also assesses whether the applicant is law-abiding and honest and checks for information indicating contact with criminal networks, terrorist organisations or extremist organisations. Associated amending act SFS 2026:1221, whose register entry gives an ambiguous commencement ('2026-07-13 den dag regeringen bestammer, overg.best.').[21][41]
2026-06-01Work-permit salary requirement replaced by a statutory lonekrav of 90 per cent of the Swedish median salary, comprehensive health insurance required for stays of up to one year, and minimum salary levels introduced for seasonal work and ICT permits. Lag (2026:295), in force 1 June 2026: rewrote Utlanningslag 6 kap. 2 § and 9 §, 6 a kap. 5 §, 6 b kap. 1-2 §§ and 6 c kap. 2 § and 9 §, and added 6 kap. 2 c §. The ICT and seasonal floors are collective-agreement minima rather than figures.
Affects: Employees, Artists, Seafarers, Athletes and coaches, Apply for a work permit after visiting an employer, Students who have found work, Seasonal workers, ICT permits[11][22][41][46]
2026-06-01Work permits can no longer be granted for forest berry picking or for work as a personal assistant. Utlanningsforordning (2006:97) 5 kap. 5 § (Forordning 2026:605). Recorded as route se-berry-picker with status closed. Berry picking for an employer established in Sweden remains possible through the seasonal-work permit.
Affects: Berry pickers, Employees, Seasonal workers[7][11][45]
2026-06-11New rules for higher-education students: work alongside studies capped at 15 hours a week during semesters, study-progress requirements tightened to 37.5 credits in the first year and 45 a year thereafter, and an address-notification duty introduced. Lag (2026:457) rewrote Utlanningslag 5 b kap. 18 § and 22 § and added 29 § and 30 §; Utlanningsforordning 4 a kap. 1 a § (Forordning 2026:459) sets the progress ratio at 62.5 per cent in the first year and 75 per cent thereafter. Exceeding the work cap is a ground both to refuse an extension and to revoke the current permit.
Affects: Higher education, Studies in a mobility programme[17][26][45][46]
2026-06-11New rules for researchers and doctoral students: doctoral students with a hosting agreement can take the research permit, the post-research and post-doctoral job-search permit runs up to 18 months instead of a flat 12, more in-country switching is allowed, and the qualifying period for a permanent permit is shortened. Lag (2026:457) amended Utlanningslag 5 b kap. 7 §, 8 §, 15 §, 18 §, 20 § and 22 §. The permanent-permit shortening reaches three years for research, research mobility, doctoral-level study and the EU Blue Card through 5 kap. 5 § andra stycket 2.
Affects: Researchers, Doctoral studies, Look for work after completing research, Look for work after completing your studies in Sweden, EU Blue Cards[20][24][41][46]
2026-06-16The median salary published by Statistics Sweden rose to SEK 38,300, taking the work-permit salary floor to SEK 34,470 a month. The floor is 90 per cent of the median at the time of application, so it moves with the statistic rather than on a fixed date. Medlingsinstitutet publishes the same 2025 median and the SEK 42,900 average that drives the EU Blue Card threshold.
Affects: Employees, Artists, Seafarers, Apply for a work permit after visiting an employer, Students who have found work[5][16][38]
2026-07-15The EU Blue Card salary threshold was set at SEK 53,625 a month. 1.25 times the average gross salary published by Medlingsinstitutet (SEK 42,900), under Utlanningslag 6 a kap. 1 § forsta stycket 1. Migrationsverket sets the figure annually.
Affects: EU Blue Cards[5][12][46]
