Qualifying years5 as of 2026-08-06[2][14]
Language requirementrequired, level unspecified as of 2026-08-06[2][14]
REPSAE art. 80.º/1/e) requires proof of knowledge of 'português básico' without stating a CEFR level. AIMA accepts several alternative proofs – a Portuguese school qualification, a qualification from a school in a Portuguese-speaking country, an IEFP or recognised school basic-Portuguese course certificate, a CAPLE test certificate, or completion of level A2 or above of a Português Língua de Acolhimento course under Portaria n.º 183/2020 as amended by Portaria n.º 184/2022. Because A2 is only one of several accepted proofs, the requirement is recorded as existing at an unspecified level rather than at A2.
Integration requirementNo as of 2026-08-06[2][14]
REPSAE art. 80.º/1 lists the conditions cumulatively (a-e) and none is a civics or integration examination; the only knowledge condition is basic Portuguese under a) to e). Recorded false on the exhaustiveness of that list plus AIMA's document checklist, which likewise lists no integration test.

The regime's headline rate and duration were not re-researched, since the route is closed to new entrants (research-rules §3a.2, minimal closed record).

2023-10-06Lei n.º 56/2023, de 6 de outubro, amended REPSAE art. 3.º/1/d), the definition of 'investment activity' on which the ARI residence permit depends. Sub-paragraphs i) (capital transfer), iii) (acquisition of real estate) and iv) (real-estate rehabilitation) are shown as revoked in the consolidated text, leaving job creation, research funding, cultural-heritage support, non-real-estate collective investment undertakings and company incorporation/recapitalisation as the qualifying options. Art. 3.º/5 states that the remaining investment activities may not be directed, directly or indirectly, at real-estate investment.
Affects: Residence Permit for Investment Activity[14]
2024-06-03Decreto-Lei n.º 37-A/2024, de 3 de junho, revoked REPSAE art. 89.º/2, the route to a residence permit for independent professional activity without a residence visa. The consolidated text shows art. 89.º/2 as revoked, so a residence visa issued under art. 60.º is now the entry path to the independent-professional permit.
Affects: Residence Permit for the Exercise of Independent Professional Activity[14]
2025-10-22Lei n.º 61/2025, de 22 de outubro, is the nineteenth and most recent amending instrument to REPSAE. Among the articles it amended are art. 57.º-A (visa for seeking qualified work), art. 75.º (validity and renewal of the temporary residence permit) and art. 89.º (residence permit for independent professional activity or immigrant entrepreneurs). This record reflects the current consolidated wording of those articles rather than a full article-by-article history of the amendment.
Affects: Residence Permit for the Exercise of Independent Professional Activity, Residence Permit for Immigrant Entrepreneurs (“StartUP Visa”)[14]
2026-05-18Lei Orgânica n.º 1/2026, de 18 de maio, amended and republished Lei n.º 37/81 (Nationality Act), in force from the day after publication. The legal-residence period for naturalisation rose to seven years for nationals of Portuguese-official-language countries and citizens of EU Member States and to ten years for other nationals; art. 6.º/1 added a test or certificate of knowledge of the Portuguese language and culture, national history and symbols, knowledge of fundamental rights and duties and of the political organisation of the State, a solemn declaration of adherence to the fundamental principles of the democratic rule of law, a self-sufficiency condition and reinforced criminal-record and national-security exclusions; art. 6.º/5, /7 and /13, art. 9.º/1/b) and /d) and /3 and /4, art. 12.º-B/4, art. 13.º and art. 15.º/4 were revoked; and art. 15.º/3 introduced maximum windows of 6, 9 or 12 years within which interrupted residence periods must fall. Art. 7.º/2 keeps the previous wording applicable to administrative procedures pending on entry into force.[12]
2025-12-29Decreto-Lei n.º 139/2025, de 29 de dezembro, raised the guaranteed minimum monthly remuneration to EUR 920 with effect from 1 January 2026 (from EUR 870). Because Portaria n.º 1563/2007 art. 2.º/2 defines means of subsistence as a percentage of the RMMG and art. 13.º of that portaria updates its amounts automatically in line with RMMG increases, every residence threshold expressed against the RMMG moved with it.[7][8]
2026-02-16AIMA opened renewal of the ARI residence permit through its online Renewals Portal from 16 February 2026, making submission and fee payment fully digital.
Affects: Residence Permit for Investment Activity[1]
2025-10-22Lei n.º 61/2025, de 22 de outubro, amended REPSAE. Art. 98.º/1 now requires a family-reunification sponsor to hold a residence permit valid for at least two years, with a 15-month rule for cohabiting spouses in art. 98.º/2 and exemptions in art. 98.º/3; art. 101.º/3 and /4 added post-grant integration measures – Portuguese language and constitutional principles and values – as a condition of renewal; art. 105.º/1 sets a nine-month decision period for family-reunification applications; and art. 57.º-A was narrowed to a visa for seeking qualified work, available to holders of specialised technical skills to be defined by portaria.
Affects: Residence permit for family reunification, Visa for seeking qualified work[14]
2026-01-01The indexante dos apoios sociais (IAS) was set at EUR 537.13 for 2026 by Portaria n.º 480-A/2025/1, de 30 de dezembro, an increase of 2.8% on the 2025 value of EUR 522.50. The IAS is the alternative limb of the highly-qualified salary threshold in REPSAE art. 61.º-A.
Affects: Residence permit for teaching, highly qualified or cultural activity[6]
2026-03-01AIMA's table of fees and other charges for the administrative procedures under Lei n.º 23/2007 was updated with effect from 1 March 2026, following the consolidated version of Portaria n.º 307/2023, de 13 de outubro. The updated fee amounts are not yet recorded on any route.[3]
