EU Blue Card
Residency route facts
Identity
| Official name (local) | Modrá karta Európskej únie as of 2026-08-24[4][6] The Act's own name for the instrument. The Border and Aliens Police title their question set 'Žiadosť o vydanie modrej karty'. |
|---|---|
| Official name (English) | EU Blue Card as of 2026-08-24[4] Translation of the Slovak statutory name and the Directive's own term; Slovakia publishes no official English text of the Act. |
| Legal basis | Zákon č. 404/2011 Z. z. o pobyte cudzincov, § 37 a § 38 (modrá karta Európskej únie); zákon č. 5/2004 Z. z. o službách zamestnanosti, § 21a ods. 4 (potvrdenie o možnosti obsadenia voľného pracovného miesta zodpovedajúceho vysokokvalifikovanému zamestnaniu) as of 2026-08-24[6][9] |
| Instrument type | residence card as of 2026-08-24[4][6] The Act treats the Blue Card as a form of temporary residence — the Ministry of Foreign and European Affairs lists it alongside the § 22 to § 30 purposes and calls it 'pobyt na základe modrej karty Európskej únie' — but it is issued as a card in its own right rather than as a residence permit for a named purpose, and it is applied for on its own form. |
Who can apply
| Nationals not served by this route | EU as of 2026-08-24[4] |
|---|---|
| Minimum age | Not established from a qualifying source Not established; no age condition appears in the police document list. |
| Criminal-record condition | Yes as of 2026-08-24[6] A document no older than 90 days confirming good character. It need not be filed where the applicant is changing the type or purpose of an existing residence and filed such a document with the earlier application. |
Permit terms
| Initial duration | up to 5 years as of 2026-08-24[3][9] The Central Office of Labour, Social Affairs and Family states that the Blue Card residence is granted for at most five years; the Migration Information Centre adds that where the labour office's confirmation is valid for less than five years the police unit grants the card for the confirmation's validity extended by 90 days. The Ministry of Foreign and European Affairs' consular catalogue, last updated 8 July 2022, still gives four years — it predates the 2024 change to the Blue Card regime and is treated as stale rather than as a competing figure. |
|---|---|
| Renewable | Yes as of 2026-08-24[9] Renewal (obnovenie modrej karty) needs a fresh labour-office confirmation, but the employer need not re-report the vacancy where the holder stays in the same job. A confirmation issued on a change of particulars is granted for the intended duration of the highly qualified employment and at most for the period for which the Blue Card is already granted. |
| Renewal duration | Not established from a qualifying source Not established. The Central Office refers to renewal 'up to 12 months' in the context of the confirmation rather than of the card, which is not the same claim, so no term is recorded. |
| Work rights | authorisation required as of 2026-08-24[3][9] |
Permanent residence and citizenship
| Counts toward permanent residence | Not established from a qualifying source Not established, for the same reason as the other routes: the qualifying period for EU long-term residence under § 52 could not be sourced. |
|---|
Requirements
| Job offer required | Yes as of 2026-08-24[9] A copy of the contract for the highly qualified employment, or the labour office's prescribed written promise containing the essentials of a contract, is an annex to the confirmation application. |
|---|---|
| Salary threshold | |
| Labour-market test | No as of 2026-08-24[9] |
| Qualification requirement | degree, equivalent experience as of 2026-08-24[3][9] Higher professional qualification, evidenced by a document of university education recognised under Act No. 422/2015 Z. z., plus a recognition decision where the occupation is regulated. For occupations whose ISCO code begins 133 (information and communications technology service managers) or 25 (information and communications technology professionals), the employer may instead declare how it verified the applicant's higher professional skills, and no education document is filed — which is why experience_equivalent is recorded alongside degree rather than in a note. |
| Employer sponsorship | Yes as of 2026-08-24[9] The employer applies for the confirmation through the central public administration portal slovensko.sk, signed with a qualified electronic signature; only applications filed that way are accepted. The worker then has 90 days from the confirmation's issue to file the Blue Card application, after which the foreign police will no longer accept it for that job. |
| Job-search route | No as of 2026-08-24[1][4] Not a job-search instrument; see sk-zamestnanie for the sourced absence of any such purpose. |
Process
| Where to apply from | either as of 2026-08-24[6] Filed in person at a Slovak mission, or at a police unit where the applicant is already lawfully in Slovakia. A holder of a Blue Card issued by another member state may file at a police unit within 30 days of entering Slovakia. The mission or police unit refuses to accept the application only if the applicant produces no valid travel document, if the labour office has not delivered a confirmation of the possibility of filling a vacancy corresponding to highly qualified employment containing consent to its filling, or if more than 90 days have passed since that confirmation was issued. |
|---|---|
| Statutory processing time | 30 days as of 2026-08-24[3][4] The Ministry of Foreign and European Affairs names the Blue Card among the applications decided in 30 days rather than 90; the Migration Information Centre states 30 days from delivery of the complete application. Separately, the labour office has 15 working days to issue the confirmation that must precede the application. |
| Observed processing time | Not established from a qualifying source No official observed-duration statistics were located. |

Family inclusion
| Family members may be included | Yes as of 2026-08-24[7][8] Family members apply under § 27; the Employment Services Act names the family of a Blue Card holder expressly among those who need no work permit. |
|---|---|
| Family members' work rights | full as of 2026-08-24[2][8] § 23a ods. 1 písm. c) bod 2: a family member of a Blue Card holder who holds temporary residence for family reunification needs neither a work permit nor a labour-office confirmation, and — unlike the general family-reunification case — does not wait nine months for it. |
