Route status

Active as of 2026-08-25[2][3]
IGI's other-purposes page and the Ministry's catalogue both set out the three cumulative conditions in the present tense, and IGI's 2026 permit page lists the document sets for both capacities.

Identity

Identity
Official name (local)Străini numiţi la conducerea unei filiale, reprezentanţe sau sucursale de pe teritoriul României a unei companii cu sediul în străinătate — viza de lungă şedere pentru alte scopuri (simbol D/AS) as of 2026-08-25[2][3]
The Ordinance names no permit for this limb, so the authority's own wording is recorded, taken from IGI's other-purposes page, which heads the section 'Sef sucursala/filiala'. IGI's permit page names the two capacities separately as 'Sefii de reprezentanta' and 'Sefii de sucursala/filiala' and asks for different documents from each – an operating authorisation from the first, an ONRC certificate from the second.
Official name (English)Heads of branch, subsidiary or representative office in Romania of a company established abroad as of 2026-08-25[3][6]
IGI's own English page uses 'heads of representative office' and 'heads of branch/subsidiary' as the two headings; this name combines them as the visa catalogue does.
Legal basisOrdonanţa de urgenţă a Guvernului nr. 194/2002, republicată, cu modificările şi completările ulterioare — limba vizei de lungă şedere pentru alte scopuri (simbol D/AS) pentru străinii numiţi la conducerea unei filiale, reprezentanţe sau sucursale as of 2026-08-25[2][3]
Instrument typeresidence permit as of 2026-08-25[3][4]
A D/AS long-stay visa for 90 days, then a residence permit from IGI.

Permit terms
Initial durationup to 1 year as of 2026-08-25[3]
The general other-purposes rule as IGI states it: the temporary residence right for other purposes is extended successively for periods of up to 1 year. IGI records two exceptions inside the category and neither applies here – 4-year periods for stateless persons of Romanian origin repatriated under international agreements, and a non-extendable maximum of one year for unpaid vocational training.
RenewableYes as of 2026-08-25[3]
IGI: the right is extended SUCCESSIVELY for periods of up to one year, and the permit is renewed at least 30 days before the previous one expires.

Permanent residence and citizenship

Permanent residence and citizenship
Counts toward permanent residenceNot established from a qualifying source
Not established. IGI publishes the categories to which the long-term residence right is NOT granted as a closed list: holders of temporary residence for studies; applicants for and beneficiaries of temporary protection; applicants for and beneficiaries of protection other than international protection; applicants for international protection; holders of a residence right conferred by a short-stay, diplomatic or service visa; and holders of a right obtained to work as a seasonal worker or an au-pair worker. This route is not in that list. But absence from a list of exclusions is not the same as a positive statement that time on this route counts, and IGI names only work, commercial activities and family reunification as examples of qualifying purposes. This limb is not among the purposes IGI names as examples, and not among the exclusions either.

The other-purposes long-stay visa, symbol D/AS, is granted on request by the Romanian diplomatic missions and consular posts in the country where the applicant has their residence or domicile, for 90 days with one or more journeys. Internally the National Visa Centre approves it only after IGI's aviz, which is issued within at most 30 days of the request, extendable by 15 days.

The application to grant or extend the residence right is decided within 30 days of submission, extendable by at most 15 days where further checks are needed. Where the information or documents supplied are inadequate, IGI sets a reasonable deadline of no more than 30 days for the applicant to supply more and the 30-day clock is suspended until they arrive; if they do not, the application may be rejected.
Fees
    • Kind: application
    • Amount: EUR 300 one-off as of 2026-08-25[1][3]
The Ministry of Foreign Affairs fee page states the long-stay visa fee (symbol D) is 300 euro, and states in terms that this figure applies to applications sent for validation to Romanian missions through the e-Viza portal from 27 April 2026, applications sent before that date being charged 120 euro. It is a single fee for every long-stay visa symbol, not a per-purpose one. Ukrainian citizens are exempt from the long-stay visa fee under a bilateral agreement in force since 21 October 2016, and so are family members of Romanian, EU, EEA and Swiss citizens who accompany or join them.

Quota
  • Quota exists: Yes as of 2026-08-25[2][3]
Not a numerical cap but a hard one-per-establishment rule, and it is the closest this field can come: the visa is granted only if at the branch, representative office or subsidiary in question THERE IS NO OTHER FOREIGNER who already holds a residence right for this purpose. Recording 'exists: false' would tell a reader the route is uncapped, which for a company that has already placed someone is exactly wrong. The cap is per establishment, not per year, and annual_cap is therefore left unstated.
  • Cap exists but is not published as a single figure: Yes
