The single permit attests residence and employment. IGI adds that a foreigner holding a Romanian residence right for any purpose under the Ordinance may apply to extend it for work purposes after obtaining a work aviz, without a long-stay employment visa – a change of route, not a right here.

Permanent residence and citizenship

Permanent residence and citizenship
Counts toward permanent residenceYes as of 2026-08-25[5]
IGI publishes the categories to which the long-term residence right is NOT granted as a closed list: holders of temporary residence for studies; applicants for and beneficiaries of temporary protection; applicants for and beneficiaries of protection other than international protection; applicants for international protection; holders of a residence right conferred by a short-stay, diplomatic or service visa; and holders of a right obtained to work as a seasonal worker or an au-pair worker. This route is not in that list. IGI's long-term residence page also names 'munca' among the purposes of stay from which the right may be obtained.

Requirements

Requirements
Job offer requiredYes as of 2026-08-25[7]
The single application rests on an individual employment contract already registered in REGES-ONLINE.
Labour-market testYes as of 2026-08-25[7]
Not a labour-market test in the vacancy-advertising sense but a market gate all the same, and it is the closest this field can come: IGI states as a GENERAL condition of the D/AM2 procedure that the occupation must appear in the 'Lista ocupatiilor deficitare' provided for at title I art. 1(2) of Ordonanta de urgenta nr. 32/2026, and that the employer must produce its organigram showing filled and vacant posts. Recording this as false would tell a reader the Romanian labour market is open on this route, which it is not; the shape of the gate is stated here because the field cannot hold it.
Qualification requirementequivalent experience, regulated profession as of 2026-08-25[7]
IGI: the foreigner must meet the professional-training and work-experience conditions laid down by law for that post, where applicable, and must hold the recognition attestation issued by the Autoritatea Nationala pentru Calificari. Proof is the CV, the study-recognition documents issued by the Ministry of Education and Research, and the authorisation document where the law requires one.
Employer sponsorshipYes as of 2026-08-25[7]
The single application is filed by the placement agency or by the authorised employer, never by the worker.
Own means requirement1 × national minimum gross base wage guaranteed in payment per month as of 2026-08-25[7]
IGI: proof of means of maintenance at the level of the national minimum gross base wage guaranteed in payment FOR A PERIOD OF 90 DAYS. The 90-day window is the visa's own validity and is not expressible in this field, which holds a rate; it is stated here rather than distorted into the figure.
Job-search routeNo as of 2026-08-25[7]
Not a job-search instrument.

Process

Process
Where to apply fromfrom abroad only as of 2026-08-25[2][7]
Two stages. The long-stay visa is granted by a Romanian diplomatic mission or consular post, for 90 days with one or more journeys; the residence permit that follows is filed in country, in person or through IGI's online portal, at least 30 days before the residence right conferred by the visa expires. One statutory exception is recorded on the work routes: a foreigner who already holds a Romanian residence right for any purpose under the Ordinance may apply to extend it for work purposes after obtaining a work aviz, without obtaining a long-stay employment visa at all.
Statutory processing timeup to 20 days as of 2026-08-25[2]
The National Visa Centre decides a D/AM visa application within 20 days of submission. The application to grant or extend the residence right is decided within 30 days of submission, extendable by at most 15 days where further checks are needed. Where the information or documents supplied are inadequate, IGI sets a reasonable deadline of no more than 30 days for the applicant to supply more and the 30-day clock is suspended until they arrive; if they do not, the application may be rejected.

    • Amount: EUR 300 one-off as of 2026-08-25[1][7]
The Ministry of Foreign Affairs fee page states the long-stay visa fee (symbol D) is 300 euro, and states in terms that this figure applies to applications sent for validation to Romanian missions through the e-Viza portal from 27 April 2026, applications sent before that date being charged 120 euro. It is a single fee for every long-stay visa symbol, not a per-purpose one. Ukrainian citizens are exempt from the long-stay visa fee under a bilateral agreement in force since 21 October 2016, and so are family members of Romanian, EU, EEA and Swiss citizens who accompany or join them.
