Unpaid vocational training
Residency route facts
Identity
| Official name (local) | Formare profesională neremunerată — viza de lungă şedere pentru alte scopuri (simbol D/AS) as of 2026-08-25[2][3] The Ordinance names no permit, so the authority's own descriptor is recorded. PLACEMENT DECISION, TAKEN DELIBERATELY: this limb is placed in STUDY and not in work. It is vocational training at an accredited training provider or at a public- or private-sector undertaking authorised to run such activity, it is expressly UNREMUNERATED, and it turns on a training contract rather than on an employer. It travels under the D/AS other-purposes visa rather than the D/SD study visa, which is why a later touch might reasonably disagree – it should change it deliberately and say so here, not re-sort it as a tidy-up. It is kept distinct from ro-studii-stagiar, which is a different instrument: the trainee limb of the D/SD study visa requires a higher-education diploma obtained in the last two years and carries a different means test. |

| Official name (English) | Unpaid vocational training as of 2026-08-25[3] Translation of the authority's Romanian wording; no official English name was found. |
| Legal basis | Ordonanţa de urgenţă a Guvernului nr. 194/2002, republicată, cu modificările şi completările ulterioare — limba vizei de lungă şedere pentru alte scopuri (simbol D/AS) pentru formarea profesională neremunerată as of 2026-08-25[2][3] Both publishers state the conditions and attribute them to the Ordinance without naming the article, which is behind the retrieval ceiling. |
| Instrument type | residence permit as of 2026-08-25[3] A D/AS long-stay visa for 90 days, then a residence permit. |
Who can apply
| Nationals not served by this route | EU, EEA as of 2026-08-25[2][6] |
|---|---|
| Minimum age | Not established from a qualifying source Not established. Parental or guardian consent to the stay is required if the applicant is a minor, which contemplates minors on this route without setting a floor. |
| Criminal-record condition | Yes as of 2026-08-25[3] A criminal record certificate or another document of the same legal value issued by the authorities of the country of origin is among the documents for the D/AS long-stay visa. |
Permit terms
| Initial duration | up to 1 year as of 2026-08-25[3] IGI states this limb's own rule and it is stricter than the general other-purposes one: the residence right for foreigners who entered Romania for unpaid vocational training is granted FOR A PERIOD OF AT MOST ONE YEAR, WITHOUT THE POSSIBILITY OF EXTENSION. |
|---|---|
| Renewable | No as of 2026-08-25[3] IGI: 'fara posibilitatea prelungirii'. This is one of only two exceptions IGI names inside the other-purposes category, the other being the four-year periods for stateless persons of Romanian origin repatriated under international agreements. |
| Maximum total duration | up to 1 year as of 2026-08-25[3] One year, and the route ends there. |
| Work rights | none as of 2026-08-25[2][3] |
Permanent residence and citizenship
| Counts toward permanent residence | Not established from a qualifying source Not established. IGI publishes the categories to which the long-term residence right is NOT granted as a closed list: holders of temporary residence for studies; applicants for and beneficiaries of temporary protection; applicants for and beneficiaries of protection other than international protection; applicants for international protection; holders of a residence right conferred by a short-stay, diplomatic or service visa; and holders of a right obtained to work as a seasonal worker or an au-pair worker. This route is not in that list. But absence from a list of exclusions is not the same as a positive statement that time on this route counts, and IGI names only work, commercial activities and family reunification as examples of qualifying purposes. This limb is neither named among the qualifying purposes nor among the excluded categories. A one-year non-extendable permit cannot on its own reach the five-year continuity condition, but a person may accumulate qualifying residence across purposes. |

At the permit stage IGI also asks for the training institution's constitutive act. |

Process
| Where to apply from | from abroad only as of 2026-08-25[2][3] The other-purposes long-stay visa, symbol D/AS, is granted on request by the Romanian diplomatic missions and consular posts in the country where the applicant has their residence or domicile, for 90 days with one or more journeys. Internally the National Visa Centre approves it only after IGI's aviz, issued within at most 30 days of the request, extendable by 15 days. |

| Statutory processing time | up to 30 days as of 2026-08-25[3] The other-purposes long-stay visa, symbol D/AS, is granted on request by the Romanian diplomatic missions and consular posts in the country where the applicant has their residence or domicile, for 90 days with one or more journeys. Internally the National Visa Centre approves it only after IGI's aviz, issued within at most 30 days of the request, extendable by 15 days. The application to grant or extend the residence right is decided within 30 days of submission, extendable by at most 15 days where further checks are needed. Where the information or documents supplied are inadequate, IGI sets a reasonable deadline of no more than 30 days for the applicant to supply more and the 30-day clock is suspended until they arrive; if they do not, the application may be rejected. |

Family inclusion
| Family members may be included | Not established from a qualifying source Not established. A permit granted for at most one year without extension will rarely reach the one-year-valid-permit threshold the general reunification rule requires, but that is an inference and is not asserted. |
