Long-stay visa for commercial activities (symbol D/AC) — shareholder
Residency route facts
Identity
| Official name (local) | Viza de lungă şedere cu scopul activităţi comerciale (simbol D/AC) — acţionar as of 2026-08-25[1][2] The published name is the visa name as eViza states it: viza de lunga sedere cu scopul activitati comerciale, symbol D/AC. The Aliens Ordinance gives the resulting residence title no name of its own – IGI's own permit-side page is headed simply Activitati comerciale and its application form is a cerere de prelungire a dreptului de sedere temporara in scop de activitati comerciale – so the authority's published wording is recorded. The qualifier after the dash is this record's limb marker and is NOT part of any published name: eViza and IGI describe one instrument open to a shareholder or an associate with management or administration duties, and the two limbs are recorded as separate routes here because their capital, job-creation and means thresholds differ and one field cannot hold both. See the entrepreneur coverage note. |

| Official name (English) | Long-stay visa for commercial activities (symbol D/AC) — shareholder as of 2026-08-25[1] |
51 alin. (2) (documentele şi taxele) as of 2026-08-25[3][4][5] |
| Instrument type | residence permit as of 2026-08-25[1][2] |
Who can apply
| Nationals not served by this route | EU, EEA as of 2026-08-25[2] |
|---|---|
| Minimum age | Not established from a qualifying source Not established. Neither the visa catalogue nor IGI's condition lists states an age condition for this purpose. |
| Criminal-record condition | Yes as of 2026-08-25[2] IGI lists a certificat de cazier judiciar, or another document of the same legal value issued by the authorities of the country of origin, among the documents required for the D/AC long-stay visa. It is not repeated in the permit-stage document list. |
Permit terms
| Initial duration | up to 1 year as of 2026-08-25[2][4] IGI's permit page states the temporary residence right for commercial activities is extended successively for periods of 1 year, and where the foreigner proves investments of at least 500,000 euro or the creation of more than 50 full-time jobs it is extended for 3 years. The bound is recorded as a maximum because the general rule at article 50, as IGI states it, is that temporary residence may be extended successively for periods of up to one year. The two formulations – 'de 1 an' on the route page and 'de pana la un an' in the general notice – are the same authority describing the same rule at different levels of generality and are not treated as a conflict. |
|---|---|
| Renewable | Yes as of 2026-08-25[2][3] The whole instrument is built around successive extensions: IGI publishes one document list for the first extension and a different one for subsequent extensions, and the permit is renewed at least 30 days before the previous one expires. |
| Renewal duration | up to 1 year as of 2026-08-25[2] Successive periods of one year, or of three years for a foreigner who proves investments of at least 500,000 euro or the creation of more than 50 full-time jobs. The investment amount and the number of jobs are computed according to the associate's or shareholder's participation quota in the company, so the three-year period is not reached by the company's aggregate figures alone. |

Permanent residence and citizenship
| Counts toward permanent residence | Yes as of 2026-08-25[6] IGI states that the long-term residence right may be obtained both as a family member of a Romanian citizen and for the other purposes of stay provided by law, and names commercial activities among its examples. The route is not on the page's list of categories to which long-term residence is not granted. |

Requirements
| Minimum capital | EUR 70,000 one-off as of 2026-08-25[3][4] 70000 euro of contributed capital or transferred technology for a shareholder – the holder of shares in a joint-stock company. Read the timing with the figure: it is NOT a condition of the first extension. IGI's condition lists put it among the conditions for subsequent extensions of the residence right, and the amount is computed according to the holder's participation quota in the company, so a minority holder must look to a proportionally larger company investment. The corresponding figure for asociat is 50000 euro. |
|---|---|
| Business plan required | Yes as of 2026-08-25[2][4] The specialist technical opinion on the business plan of foreign investors, issued by the Romanian Agency for Investment and Foreign Trade, is the first document on IGI's list for the D/AC visa and again for the first extension; at subsequent extensions the business plan itself, endorsed by the investment authority, must be filed together with a document attesting that the activity is being carried on in accordance with it. |
| Endorsement required | Yes as of 2026-08-25[2][3][4] An opinion from a central investment authority is a condition of the extension in terms, not merely a document. Which authority is a live contradiction between two IGI pages published two months apart and it is recorded here rather than resolved: the May 2024 notice names the Departamentul pentru Investitii Straine within the Ministry of the Economy, Entrepreneurship and Tourism, while the July 2024 notice and the permit page both name the Agentia Romana pentru Investitii si Comert Exterior. one publisher contradicting itself is a source contradiction and a reader-misleading item, not a disputed value; the later and more frequently repeated naming is the agency, and a reader should expect to be sent to it. |
| Innovation criterion | Not established from a qualifying source |
| Jobs to be created | 15 as of 2026-08-25[3][4] At least 15 jobs for a shareholder, filled by persons employed full time in accordance with the law, proved by a certificate from the territorial labour inspectorate. Like the capital figure this bites at subsequent extensions rather than at the first, and it is computed according to the holder's participation quota. The corresponding figure for asociat is 10. |
| Own means requirement | EUR 700 per month as of 2026-08-25[2][3][4] Means of maintenance of at least 700 euro a month for a shareholder, to be held for the validity of the permit. At the first extension the source of the money is unqualified; at subsequent extensions it must come from the activity carried on on Romanian territory. The corresponding figure for asociat is 500 euro a month. Two reliefs apply at the subsequent-extension stage and are recorded in the permit's renewal requirements: other legal documents may prove means where the investment is at least 150,000 euro or at least 25 jobs have been created, and no proof of means is required at all where the investment is at least 200,000 euro or at least 50 jobs have been created. |
Process
| Where to apply from | from abroad only as of 2026-08-25[2] |
|---|---|
| Statutory processing time | up to 30 days as of 2026-08-25[2][5] The application for the grant or extension of the residence right is decided within 30 days of filing; where further checks are needed the period may be extended by at most 15 days, and where the information or documents supporting the application are inadequate or incomplete the clock is suspended until IGI receives what it asked for, for a period it sets and which may not exceed 30 days. A separate 30-day clock, also extendable by 15 days, runs at the visa stage for IGI's opinion, which the National Visa Centre must have before approving the visa. |

Physical presence
| none stated | to keep the permit as of 2026-08-25[3][4][5] None of the three condition lists read for this route – the first-extension conditions, the subsequent-extension conditions and the general conditions of article 50 – imposes a minimum presence in Romania or caps absence. The general conditions do require the holder to prove lawful possession of living space and to live in fact at the address declared as their residence in Romania, which is an address condition rather than a day count. The continuity rule that does bite – absence shorter than 6 consecutive months and not more than 10 months in total – belongs to the long-term residence qualification and is recorded at country level. |

Family inclusion
| Family members may be included | Yes as of 2026-08-25[1] |
|---|---|
| Eligible relations | spouse, minor child, parent, adult dependent child as of 2026-08-25[1] eViza distinguishes two tiers and the distinction matters to a reader. As of right: the spouse, and the unmarried minor children of the sponsor and of the spouse including adopted children, and the sponsor's or the spouse's unmarried minor children in their care over whom they exercise parental rights, with the other holder's consent where those rights are exercised jointly. On IGI's approval, if the legal conditions are met: first-degree relatives in the ascending line of the sponsor or of the spouse, where they cannot support themselves and enjoy no adequate family support in the country of origin, and the unmarried adult children of the sponsor or of the spouse, where they cannot support themselves for medical reasons. Registered and unmarried partners are not on either list for a third-country sponsor; the partner category eViza describes applies to unmarried partners of Romanian citizens with a child in common, which is a different route. |
