Permanent residence and citizenship

Permanent residence and citizenship
Counts toward permanent residenceYes as of 2026-08-26[3][4]
Reglamento art. 94-B and the TUPA procedure "Cambio de Calidad Migratoria Convenios Internacionales – Residencia Permanente por MERCOSUR": the holder of a current MERCOSUR temporary residence obtained under the agreement may change to permanent residence, applying within the 90 days before expiry. Note that this is the agreement's own permanent residence, reached without the three years of legal residence DL 1350 art. 29.2 lit. o requires for the permanente calidad, and not through Reglamento art. 65.4's list — which is why the two-year route can reach permanence faster than any domestic one

Reglamento art. 63 lit. a, second paragraph (as amended by DS 002-2021-IN), states a different reckoning for calidades granted under international agreements administered by MIGRACIONES: the 183 consecutive days are counted within the residence period granted, rather than within a 365-day window from the first departure

Reglamento arts. 94-C, 94-D and 94-E state that the route extends to members of the applicant's family even where they do not hold the nationality of a member state, and art. 94-A records that it applies to the holder and to family members (family reunion). This is materially more generous than the ordinary Peruvian pattern, where dependants must obtain the separate familiar de residente calidad
