Criminal-record conditionNo as of 2026-01-15[5][7]
No criminal-record certificate is required by the Ley, the Reglamento or the Lineamientos. Ley art. 43 lets the authority refuse a visa where the applicant’s antecedents in Mexico or abroad compromise national or public security, but that is a discretionary ground of refusal, not a documentary clean-record condition

VII, third paragraph) — i.e. tied to the offered occupation, classified under the INEGI Sistema Nacional de Clasificación de Ocupaciones. A change of employer or occupation requires a new INM permit (Reglamento art. 165)

Permanent residence and citizenship
Counts toward permanent residenceYes as of 2026-01-15[5][8]
Ley art. 54 fr. V / Reglamento art. 139 fr. V — four consecutive years of regular status as residente temporal

Requirements

Requirements
Job offer requiredYes as of 2026-04-16[3][7][8]
A written job offer on letterhead is the trigger for the whole trámite. Since the DOF 15-05-2026 reform it must state the occupation (SINCO classification), the temporality, the place(s) where the work will be performed and their modality (presencial, remota o mixta) with full addresses, and the amount and periodicity of the remuneration (Trámite 10, req. III; Reglamento art. 115)
Labour-market testNo as of 2026-05-15[7][8]
No labour market test exists. The controls are instead: mandatory employer registration with INM (constancia de inscripción del empleador, Reglamento art. 166), INM verification visits to confirm the offer and the employer’s existence (Reglamento art. 115), and — since the DOF 15-05-2026 reform, for strategic projects requiring highly specialised knowledge — a knowledge-transfer and training programme for Mexican nationals stated in the offer letter (applies only where the employer is a persona moral)
Qualification requirementnone as of 2026-05-15[4][7][8]
No general qualification condition. Two qualifications: for strategic-project offers requiring highly specialised professional or technical knowledge, the DOF 15-05-2026 reform requires documents/certifications evidencing the foreigner’s knowledge and experience; and Reglamento art. 140 leaves regulated professions to their own licensing regime — the permit "no implica validación de certificaciones, licencias, títulos"
Employer sponsorshipYes as of 2025-07-25[7][8]
The employer is the promovente: a natural or legal person legally established in Mexico, holding a constancia de inscripción del empleador issued by INM (Lineamientos Trámite 10 req. IV; Reglamento arts. 115, 166)
Job-search routeNo as of 2025-07-25[5][7]
No job-search entry route exists. The Lineamientos enumerate the visa trámites exhaustively (Trámites 1–13) and Ley art. 52 enumerates the condiciones de estancia; none permits entry to look for work. Every work-based condition presupposes an existing oferta de empleo
