Cabinet Regulation No. 55 sub-paragraph 8.2.3 grants the holder of a permit under Immigration Law Section 23(1)(28) the right to employment without an opinion of the State Employment Agency, so no labour-market test applies. The commercial-activity annotation in sub-paragraph 2.4, which is what carries the right to trade on one's own account, names the individual-merchant, company-officer and start-up grounds and not this one, so the right recorded here is employment.
