| Legal basis | Laki kolmansien maiden kansalaisten maahantulon ja oleskelun edellytyksistä yrityksen sisäisen siirron yhteydessä 908/2017 (consolidated to 23 May 2025), sections 23 to 26 as of 2026-08-22[1] Section 23 is the 90-day threshold that separates this route from the ICT permit: a holder of an ICT permit from a first member state who intends to stay and work in Finland in the same company or group for more than 90 days must apply for a mobile ICT permit. Section 26 grants it as a continuous permit for the planned duration, capped at the validity of the first member state's ICT permit, and the card is marked A with the permit type Mobile ICT. Finnish text: “23 § Pitkäaikainen liikkuminen.
