| Legal basis | Ulkomaalaislaki 301/2004 (Aliens Act, consolidated to 22 December 2025), section 72, with the general conditions for work-based permits in section 71 as of 2026-08-22[9] Section 72 is the employee's residence permit, and the labour market availability test sits in the granting provision itself, conducted with regard to the regional guidelines in section 72 b. Section 71 adds the general conditions for every work-based permit, including that the agreed terms match the applicable collective agreement, with a market-practice fallback where none applies.

Who can apply
| Nationals not served by this route | EU, EEA, EFTA as of 2026-08-21[3][6] Migri states that citizens of an EU Member State, Iceland, Liechtenstein, Norway or Switzerland must register their right of residence rather than apply for a residence permit. Mapped to the eu, eea and efta bloc ids: the four named non-EU states are exactly the EEA/EFTA set, and the vocabulary has no separate id for Switzerland alone. |

Permit terms
| Initial duration | Not established from a qualifying source Migri's route page states no term for this permit. Not asserted from the general first-permit rule, which is hedged and country-level. |
|---|---|
| Renewable | Yes as of 2026-08-21[1] Migri publishes an extended-permit application and fee for this permit and describes retrospective control of salary at the extension stage. |
| Work rights | employment only as of 2026-08-21[1] The permit is granted for the field of employment to which the job belongs; the holder may hold several jobs within that field, and may additionally take employment in a national labour shortage sector without a new permit. It does not authorise self-employment – Migri states expressly that the permit is not granted to 'light entrepreneurs' working through an invoicing service company. |
Permanent residence and citizenship
| Counts toward permanent residence | Not established from a qualifying source |

Requirements
| Job offer required | Yes as of 2026-08-21[1] Confirmed employment is required before applying, and the employer must submit the terms of employment through Enter Finland for Employers or on the paper form. |

| Labour-market test | Yes as of 2026-08-21[1][5] Applies to every application for a first residence permit for an employed person. Migri assesses whether suitable labour is available in Finland or the EU/EEA within a reasonable time, using the Economic Development Centres' regional work permit policies, the employer's job posting, the employer's recruitment report and the Labour Force Barometer. Four exemptions apply at the extension stage only. |
| Qualification requirement | equivalent experience as of 2026-08-21[1] Migri requires sufficient qualifications and education for the job in question, verified by the employer, without prescribing a degree; regulated professions (health care is Migri's own example) additionally need authorisation from the National Supervisory Authority for Welfare and Health. Mapped to experience_equivalent because the test is fitness for the job rather than a named qualification; the regulated-profession limb is a sectoral overlay, not an alternative route to eligibility. |
| Employer sponsorship | Yes as of 2026-08-21[1] The employer must supplement the application with the terms of employment; the applicant cannot apply through the employer, but the application cannot be completed without it. |
| Job-search route | No as of 2026-08-21[1] |

Physical presence
| none stated | to keep the permit as of 2026-08-21[1] Migri's route page states no residence or presence condition for keeping this permit. Recorded none_stated on that basis, not as a positive statement that absence is unlimited. Continuity of residence bites later, at the permanent-residence and naturalisation stages, which are recorded at country level. |
|---|
Family inclusion
| Family members may be included | Yes as of 2026-08-21[1][8] Migri's work hub states that a person granted a residence permit for work may usually have family members apply on the basis of family ties, and this route's own page directs a spouse and children to the family-ties application. |
|---|---|
| Eligible relations | spouse, registered partner, unmarried partner, minor child, parent as of 2026-08-21[2] Migri's family-ties page defines family members of a Finnish citizen or a non-EU foreign national as: a spouse, a registered partner, a cohabiting partner (2 years' continuous cohabitation, waived where there is joint custody of a child or other serious reasons), a person who has custody of a child under 18, and an unmarried child under 18 of whom the sponsor has custody. Mapped to spouse, registered_partner, unmarried_partner, minor_child and parent. 'Other relatives' are expressly not family members unless the sponsor is a Finnish citizen or holds protection status. |
