Official name (local)Privremeni boravak u druge svrhe as of 2025-03-07[5][9]
Aliens Act art. 57(1) point 10 and ordinance art. 25.
Official name (English)Temporary stay for other purposes as of 2026-08-15[3]
The Ministry's own English rendering in its list of purposes of temporary stay.
Legal basisAliens Act (Zakon o strancima, NN 133/2020, 114/2022, 151/2022, 40/2025, 55/2026) art. 57(1) point 10, art. 57(4) and (6) and art. 59; Ordinance on the stay of third-country nationals (NN 20/2022, 155/2022, 43/2026) arts. 8 and 25; Government Regulation on the calculation and level of means of subsistence (NN 14/2021, 3/2026) art. 2(4) as of 2026-04-10[5][6][7][8][9]
Amendment check (research-rules §3 step 2): the ordinance's amending instrument NN 43/2026 was retrieved and searched; it does not touch the documentation articles relied on here (arts. 25, 36, 37), so the 2022 text of those articles is current. The point number is the Act's own: NN 133/2020 art. 57(1) enumerates eleven purposes, of which the tenth is “u druge svrhe”, and NN 40/2025 amended point 8 in place and added a twelfth point at the end without renumbering. Art. 63(4) as substituted by NN 40/2025 cites “privremeni boravak u druge svrhe iz članka 57. stavka 1. točke 10.”, which corroborates it.
Instrument typeresidence permit as of 2026-08-15[3]
Approved temporary stay is evidenced by a biometric residence permit.

Who can apply

Who can apply
Nationals not served by this routeEU, EEA, EFTA as of 2026-07-17[1][3]
Minimum ageNot established from a qualifying source[9]
No general minimum age is stated. Age appears only in the extension rule, where one of the three categories that may extend a stay for other purposes is a retired third-country national over 60 who owns real estate in Croatia – a condition on extension, not on first grant.
Criminal-record conditionYes as of 2026-08-15[3]
Aliens Act art. 59(1)(5): on a first application for temporary stay the applicant encloses proof of no final conviction for criminal offences in their home country or in a country where they resided for more than one year immediately before arriving in Croatia. Posted workers, students, researchers and intra-corporate transferees using mobility from another EEA state are exempt; applicants for this purpose are not.

Permit terms

Permit terms
Initial durationup to 1 year as of 2025-03-07[3][9]
Aliens Act art. 61(1) as recast by NN 40/2025: temporary stay is granted for a validity of up to one year unless the Act provides otherwise. The two-year and 18-month exceptions the same paragraph creates (family reunification, life partnership, autonomous stay, Croatian emigrant return; digital nomads) do not cover this purpose. The travel document must be valid for at least three months longer than the temporary stay.
RenewableYes as of 2025-03-07[9]
Only for three categories. Art. 57(6), added by NN 40/2025, allows a stay for other purposes to be extended where the holder is a retired third-country national over 60 who owns real estate in Croatia, or their spouse, common-law partner, life partner or informal life partner; a minor athlete training at a legal person registered in Croatia in sport and recreation; or a person continuing medical treatment in Croatia, with the opinion of the health ministry on the need for that treatment. Outside those three, the stay is not extended and art. 57(4) then imposes a six-month wait before a fresh application.
Work rightsnone as of 2026-08-15[4]
Third-country nationals may work in Croatia only on the basis of a stay and work permit or a work registration certificate (Aliens Act art. 88(1)). The Ministry publishes a closed list of fifteen statuses whose holders may work without either – family reunification and life partnership with a Croatian citizen or a long-term or permanent resident, humanitarian stay, autonomous stay, posted workers, researchers and their families, university students up to 20 hours a week, full-time pupils, long-term residents of another EEA state, beneficiaries of international protection, long-term residence and permanent stay. Temporary stay for other purposes is not on that list.

Permanent residence and citizenship

Permanent residence and citizenship
Counts toward permanent residenceNo as of 2026-08-15[2]
The Ministry states expressly that 'stay granted for other purposes' is not included in the time required for granting long-term residence. This is the single most consequential fact about the route for a relocator: years spent on it build nothing toward long-term residence, and because citizenship under art. 8(1)(3) requires permanent-stay status, they build nothing toward naturalisation either.

Requirements

Requirements
Minimum income0.60 × average monthly net paid salary, previous year per month as of 2026-01-09[7]
Government Regulation on the calculation and level of means of subsistence, art. 2(4) as added by NN 3/2026: by way of exception from the general rule, an applicant for temporary stay for other purposes must have monthly means of subsistence of 60 per cent of the previous year's average monthly net paid salary. The general figure, which applies to the conditions in Aliens Act art. 59(1)(3) and to several other provisions, is 57 per cent. Not pre-multiplied: at the 2025 reference figure of EUR 1,449 the 60 per cent test comes to about EUR 869 a month, but that arithmetic belongs to the renderer and moves at each annual reset.
Qualifying income typespension, savings drawdown as of 2022-02-16[5]
Savings alternativeNot established from a qualifying source[5][7]
A bank certificate is one of the three accepted means proofs, but no separate lump-sum threshold in place of a monthly income stream is stated. The 60 per cent monthly figure is the only quantified test.
Work prohibitedYes as of 2026-08-15[4]
Work in Croatia requires a stay and work permit or a work registration certificate (art. 88(1)), and the closed list of statuses that may work without either does not include temporary stay for other purposes. A holder who wants to work must obtain a permit on a different basis, which is a different purpose of stay.

Process

Process
Where to apply fromeither as of 2026-08-15[3]
The application is lodged at a Croatian diplomatic mission or consular post. Third-country nationals who do not need a visa to enter Croatia may instead lodge it at the police administration or station of the intended place of stay. The exceptional in-country route for visa nationals is limited to named categories (close family members and partners of Croatian citizens, university students, researchers on a hosting agreement and their close family, humanitarian applicants, and EU Blue Card family members), which do not include this purpose.

maximum total absence90 days · to keep the permit as of 2025-03-07[3][9]
Aliens Act art. 87(1)(5)(a) as substituted by NN 40/2025: a temporary stay granted for one year or less expires if the holder stays abroad for more than 90 days in total on multiple occasions from the start of validity. A single absence of up to 90 days for justified reasons does not end the stay if the holder notifies the competent police administration before departure.
maximum consecutive absence30 days · to keep the permit as of 2025-03-07[3][9]
Same provision: more than 30 days on a single occasion, for a stay granted for one year or less.

Residence must be registered with the police administration within 30 days of the start of validity of the temporary stay, or within six months where entry required a long-stay visa (art. 87(1)(3) as substituted by NN 40/2025). Arrivals must additionally report their address within three days of entering Croatia.
